Colonel Jevenofs, the author ol tho scheme for a tunnel connecting Europe and Africa, has Arrived at Tarifa, accompanied by an engineer. Ho passed the plans for the work. The work is beginning in January at Alcazar Sequir, in Spanish Morocco, opposite to Tarifa. The Spanish Government lias approved of grants to defray the cost of the soundings and sinking tho shaft.
