Official despatches rebelling Tokio report systematic exhaustive looting by Chinese soldiers in towns along the Chinese eastern railway. Over a hundred car loads of looted goods are now held by the authorities at Jalantan station, whilst quantities have already been sold. Investigations show the pillaging has done more serious damage than the military activities on both sides. TWO SURVIVORS ARRIVE. NON-ARRIVAL OF STEAMER SOLVED. (Received this day at 11 a.m., SHANGHAI. Dec. 23. Two survivors liayo arrived at Hong Kong to-day, picked up by a fishing boat in the vicinity of Hong Kong, thereby solving the non-arriv-al of a Chinese coastal steamer which appears to have turned turtle in the rough leather on Saturday night carrying down two hundred passengers. A crew of pirates is active along the Wliapon river. The latest victim is a small Japanese steamer, which grounded and was then raided by pirates, who completely looted her. There were no casualties.
