President Barnes of the new United States Chamber of Commerce, and an elevator grain dealer himself, when testifying before the Senate, said that the Federal Farm Board was tending to over-estimate the production of wheat, and he protested that it was unfair for the Board to grant a loan to the co-operatives at three and a half per cent, while the private elevator operators were compelled to pay six per cent elsewhere.
