SHANGHAI, December 17. Chinese reports from Hailar, indicate a coming Moi/golian uprising for the purpose of declaring independence. The movement is believed to be of Soviet origoiK Mongolian horsemen reinforced by Russians forcebly took possession of Hailar on the loth. Refugees from Hailar who have arrived at Harbin, declare Hailar inhabitants are starving, and the arrival of the Mongolians will aggravate the position. A CHINESE MOVE.

An important decision involving another step by the Nationalist Government, is a proposal completely to eliminate foreign enterprise in China, taken in Nanking when the Administrative Council adopted, a proposal to take over within the next year, all foreign steamship companies operating on Chinese internal and coastal trade routes.
