ON RAILWAY QUESTION
FOREIGN INTERVENTION PROPOSAL.

WASHINGTON, Nov. 28,
The United States Government has formally asked for the views of the British. Japanese, Italian, and German Governments, with a view to determinino- what steps could be taken by Powers to avert more serious Chinese-Soviet hostilities in Manchuria. LONDON, Nov. 28. It is learned that Mr Henderson and General Dawes conferred in connection with the Sino-Russiau .situation, and thereafter telegraphed to Washington. It is believed that the Governments are prepared to act jointly in convening a mooting of the other Fellogg Powers, to examine the position, if there is no Settlement in the meantime. RUSSO-POLTSH ANTIPATHY. WARSAW, Nov. 28. Tbe hurried departure of the Soviet Ambassador, Mr Rogomoloff and family. to Moscow without, notifying the Foreign Office, caused a. sensation. It is believed to be due to the increasing bitterness between the two countries.
