I . , , PARIS, Nov. 28. It is now possible to indicate the broad dines, of the.'treatment or foreigners which will be taken by the Convention now being formulated here by' the International Cbnference on the subject.

The lines it will take are indicated by a survey of the draft articles that are awaiting the final approval of the conference. These articles indicate that the Convention will emoouy all of w.e guarantees that are to be afforded, on the basis of reciprocity, by any one state to the nationals of other states, whether they be natural born or naturalised, after being permitted to establish themselves in the territory of latter states. These guarantees apply not only to the exercise of all economic activities, but also to civil and legal rights, to the acquisition, preservation and transmission of property and interests of all kinds; to charges ,y of a fiscal character, both exceptional ) and normal. The gaurantees are considered to constitute a complete codification of the law of establishment, having regard to the various' national disparities and conceptions of law and international practice, it has been,, generally agreed throughout the discussions that “the most favoured nations? - treatment has in the past led to differentiation and to uncertainty. There-v. fore an outstanding feature of the convention will be the freedom permitted to states regarding the admission of foreigners, and the right to expel un-. desirables. The Conference is now sitting from " nine in the morning till midnight, and. yet there remain many important ques- , tions to he decided.
