The question of the admission of foreigners would appear to be definitely settled as the plenary session committee of the International Conference adopted, after four days discussion, an important article of the convention dealing with the subject. The .article leaves the signatory States free to regulate the admission of foreigners, and to make admission subject to conditions limiting its, duration, also tho right to restrict freedom of travel and sojourn, and also the extent to which they may establish themselves and move from place to place. Furthermore, the article contains provisions relating to the rig its of expulsion, which arc so framed as to leave the decision In this respect absolutely within the hands of the States signing the convention.
