Tlie German Delegation raised the question of the rights of admission of foreigners at the conference here on Hie subject. They said that what the\ wanted was not so much the right of entry as the right to establish themselves and settle in the countries of their choice. oigners. Sir G. Ryrio (Australian High Commissioner) lodged an amendment, providing for the enforcement of judicial awards, the judgments to be governed by the laws of the state in which the judgment is sought, and not by the laws of the state of application, or by the laws of both states. He said that this was essential if confusion was to be avoided on the matter of legal and civil guarantees being provided for foreigners.
