CANADIAN TARIFF PROPOSAL

OTTAWA, November 12
Free trade with Britain within five years is the aim of a resolution that has been placed on the Order Paper of the Canadian House of Commons by Mr C. W. Fansher, a Progressive mem-' ber, for discussion when Parliament meets. It is urged that the British tariff preference should be progressively increased until tfree trade is obtained.
: A RESIGNATION. (Received this dav at 9. a.m.) WASHINGTON. Nov. 13. William. Phillips, Minister to Canada, has resigned. He states he desires to leave the diplomatic service and settle with his family in New England. ,
