A NEW DISCIPLINE IN AUSTRIA

No countny can thrive on uncertainties, “ Austria’s forces are amply sufficient for maintaining internal order. 1 only sent out GOO police from Vienna this week-end to keep order at the great Heimwohr (fascist) and Scliutzbund (Socialist) demonstrations. “ For controlling the crowds and preserving order at all tour Hciniwehr parades 1 used only about one-tenth ol the forces assembled at Wiener Neustadt on October 7 lat year, when Mgr. Seipel was Chancellor. Mgr. Seipel’s object then was to make it perfectly evident, once and for all, that the (>overt! merit. really had ample resources for maintaining authority. “ This time I thought it unnecessary to make such a display. “ I am now acting as temporary Finance Minister because I want to have a complete insight into the cost to the nation of demonstrations of political uniformed associations. I will bring this subject before Parliament upon grounds of economy next week. “Those who criticise Hciniwehr must not forget that it is intensely patriotic. Its members will respect authority because 1 they believe in discipline, but at present they are in separate groups, loosely combined, mid without leaders with the authority of general officers. This naturally makes for difficulties in dealing with them as a whole. “The spirit of the movement deserves considerate and caret ill handling.” Among the proposals for constitutional reform now being discussed by fieri - Kchober and the leaders of the Socialist Opposition are the reduction of the number of members dl Parliament from IGo to 100 and the reduction of the Vienna City Council membership from 120 to 80.
