The Defence Council has decided to maintain the existing army organisation, to commence voluntary enlistment almost immediately and to defer consideration of action regarding the Air Force. VICTORIAN ELECTIONS. MELBOURNE, Nov. 13. Nominations for the State election which closed yesterday, showed there will iie twenty inn-untested seats. Of these fourteen are represented by Labour members in the Aletrnpolitan labour strongholds, and six are anti-Labour.
