DELHI, Nov. 13
The modernisation of Afghanistan without any deviation from the dictates of the Aslamic religion is the goal among far-reaching reforms which Amir Nadir Khan has outlined in a long proclamation, which promises a. National Assembly, equal rights, the abolition of corruption from the public services and a military school at Kabul to train officers for a regular national army. Other points are trade treaties with. Britain and America, and other countries: the improvement of the transport facilities; assistance for trade and industry.
The manufacture, sale or consumption of intoxicants- is prohibited. The offenders will receive the direst punishment.
An education scheme will be dis cussed bv the National Assembly.
