AT PACIFIC RELATIONS CONFERENCE. [United Press Association —By ElectricTelegraph.—Copyright.] TOKIO, November ■?. At the Pacific Relations Conference, the discussions were to-day devoted to food afid population. The striking contrast between the countries that are saturated with a population like Japan, Java and part? of China, and the sparsely settled parts of America and Australia was discussed on scientific, grounds without feeling. Despite the large increase in the Japanese populations, it was admitted that the standards of living have been raised in Japan, but it was further stated that a rise in the standard would be unlikely if the population increase continues. The American policy of excluding Asiatic labour, from entering the Philippines under the United States law was questioned as also was the Asiatic migration to the Pacific Islands.
The burning question of the extraterritoriality of 'foreign powers in China is now being dicussed. Various plans of a compromise, based on the admission of the Powers that ex-tra-territoriality is only tempoiury, were discussed, in order to find a modus vivendi.
