Mason Chambers said that the Bill.-meant the constitution of a new * branch of the Civil Service to do work which could be satisfactorily carried out under present arrangements. He added that the Civil Service was already overloaded. In proportion to the population, ’ it- was probably the bigbest in the’ -world and each session found new Departments being constituted, which were costing an enormous amount, . and giving no benefit.
