WASHINGTON, October 28. The Federal Farm Board in a statement to-day said the shrinkage in stock values had an unwarranted effect .upon wheat prices. The Board proposed a series of loans to aid farmers to hold their crops. OBITUARY. (Received this day at 11 a.m.) NEW YORK, Oct. 29. A Clifton Spring message states Dr John Roach Stratton, a noted milk fundamentalist and Baptist preacher, died to-day. •
