President Hoover, speaking on the ■occasion of the celebration of the Ohio river development at Louisville, Kentucy, outlined the proposed internal developments necessitating an increased expenditure of 20,000,000 dollars annually. “ This actual increase is equal to the cost of half one battleship and if we are so fortunate to save this annual outlay on naval construction as a result of the forthcoming Naval Conference in London, nothing could be finer or more vivid as a conversion of swords to plough shares.”
