The Norwegian Alinister at Aloscow has been notified by the Soviet Commissary of Foreign Affairs, for the information of the British Government, that the protocol signed in London by Air Arthur Henderson, British Foreign Secretary, and AI. Valerian Dovgalevsky, Soviet Envoy, regarding the procedure to be followed for the resumption of Anglo-Russian relations has been approved by the Council of the Soviet Union of People’s Commissaries. PALESTINE COAIAIISSION. DEPARTURE, FROAI LONDON. RUGBY, Oct. 12. The chairman and members of the Palestine Commission of Inquiry, with the exception of Sir Henry Betterton who is travelling overland, left London this morning to embark on the liner Oronsay at Tilbury for Palestine.
