SIR H. WILKINS. (Received this day at 11 a.m.) MONTE VIDEO, October 15. Sir H. Wilkins has arrived. He declared that he is taking along boats equipped with motors to overcome obstacles encountered last year. He states he will return to Europe after the North Pole dirigible expedition. LINER REFLOATED. OTTAWA, October 15. A message from Victoria states the Empress off Canada was floated to-day. The damage is estimated at a quarter of a million dollars. MR MACDONALD. A Niagara Falls message states Mr MacDonald crossed the international bridge into Canada at noon to-day. In a farewell message to the United States to-day, he said: “As I step across the, border I do so rich with proof that while the Atlantic divides us, the cause of ppace unites us.”
