A BOYCOTT

Thirty-one countries are represented by the delegates and 152 advisers at the Maritime Conference called by the League of Nations, to consider the possibility of applying the Washington Eigljt-Hour Cpnvention to seamen. The British shipowners have refused to be represented at the Conference. This is .because they are dissatisfied With the British delegation, wbi h they say, is not representative. They say the only claim of Mr Ben Tillet, who is a British delegate, to act is that he was once a dock labourer. Some other shipowners have parsed a resolution asosciating themselves with the British protest. The agenda of the Conference includes the regulation of the hours of work aboard ship; the promotion of the seamen’s welfare in ports; the establishment of a minimum requirement of professional capacity in the case of the captains navigating engineers, and officers.
Senor Annos, the Spanish Minister of Labour, has been elected President of the' Conference.
Mr Bon Tillet (Britain) has been elected Vice-Prseident.
