THE NEW CABINET/ NO FASCISTS. IN IT. (United Press Association—By Electric Telegraph.—Copyright.) VIENNA, Sept. 2-3. M. Sc-oeber has formed a Cabinet. Tt is one largely reflecting his own men and party outlook. The Chamber approved of the new Ministry by 84 votes to 69. The Socailists voted with the minority. The Ministry does not include a single leader of the “Heimwchrr.” .This is interpreted as indicating that Premier Scoeber is .confident of his ability to control the Fascist organisation. It is now regarded as certain that a threatened clash between Fascists, and Socialists demonstrations on Sunday has been averted
