Definite progress is being made towards giving effect to the proposals of last week, the most outstanding o 1 .which is the Convention of Financial Assistance to the Victims of Agression, jind the British proposal for a two-year tariff holiday. ; Regarding the first proposal, a whole series of amendments have been tabled to the draft Convention, which was drawn up a year or two ago. "inee then it,, has been completely shelved but now’, owing to Britsih and other declarations in favour of signing it new vigour has been introduced. 'Hie amendment can be interpreted as being an attempt to hinder progress As a long debate, is expected, it is not likely that the Convention will be signed during the present Assembly. ■ The best evidence of the progress of the Rt. Hon. Mr Graham’s two-years tariff holiday proposals is a joint Anglq French motion asking the Governments to« state their view’s on this subject before November 30th. -
Despite the hiatus that has been caused by the Australian political crisis, meetings are still being held concerning the Optional Clause of the Hague Court Convention, in n not very hopeful attempt to reach an agreedeclaration on behalf of the whole Empire, It is understood thnt Sir James Parr will state New ' Zealand’s position next week.
1 Sir J. Parr’s vigorous speech before the Sixth j Committee, in connection with Dr. Nansen’s! annual report on the mandates, was often applauded.
