The Salvation Army has announced that General Higgins, who is now in Canada, is going to Australia earlier, probably in January, aifter which he is visiting New Zealand, Meanwhile Commissioner Hay of New Zealand is going to Toronto in a few weeks. A Note has been sent by the British Government to the Soviet Government through the medium of the Norwegian Government, .expressing a . readiness to resume conversations on the procedure to be adopted for resuming relations with Russia. , Tlie Note says *the British Government is ready to continue conversations at a date convenient to both parties. '

The British Note is in effect a reply to a statement made recently by Litvinoff, in Moscow.
ELECTION COMMENTS
SUVA, Sept, 13,
Sir Joseph Carruthers, interviewed, expressed the opinion that Mr Bruce would win the election, especially if he avoided antagonising Mr Hughes. New South Wales would be considered to give better results than last year and other States about, the same as last election. He strongly sympathised with Mr Hughes whose splendid leadership during the war period, deserved better treatment for him, especially by the Country Party. Knowing Mr Hughes better than most people, he thinks he would respond to a more generous attitude by the press and. the Party to which he was naturally inclined—the Nationalists.
