BOSSES GIVEN MORE' POWER. (United PreM Association.—By Electric Telegrapn.—Copyright.; BERIN Sept. 9. Moscow is beginning to learn the elementary 1 principles of industrial mangement. The Central • Committee of 'the: Communist -Party has issued drastic orders pointing -out that the Trade Union Factory Committee often creased all efforts to place the Soviet industries on a paying basis, and the •factory managers have accordingly been' invested with dictatorial powers. They are authorised to. engage dismissed employees and ' issue orders regarding administration without consulting the workers, who only are permitted to lodge aomplaints with the higher • political authorities. It is ordered that the factory. managers must not be subjected to criticism on either political or technical grounds. Industry " 'is henceforth to be placed strictly on a business basis.. The effect of allowing! factories to become politics ridden has been to terrorise the Directors who have feared to be' denounced to the authorities as boiirgeoise.
