JAPANESE ATTITUDE. (United Press Association.—ByElectrio 'felegraph.—Copyright.) TOIvIO, September 4. The reported formation of a Japanese Naval Commission to study the reduction of armaments has been emphatically and officially denied. It is considered premature to make a statement at present in view of the Anglo-American conversations. It is already known to the powers that Japan favours a reduction, not a i mere limitation. BRITAIN AND RUSSIA. LONDON, Sept. 4. Mr Henderson told the “Daily Herald’’ that there could not be an actual resumption of Anglo-Soviet relations until a report was made to Parliament. The interval could be usefully occupied in arranging procedure for subsequent negotiations, which lie hoped would lead to a settlement. The Government desired to re-establish relations as soon as possibly.
