Mr Stimson Ims announced that Mr Eliiiu Loot's formula for American adherence to the World Court had been formally adopted as an administration project.. Mr Stimson stated the Root •formula met the objections of the Senate and' fully proteeted the Unite States against dangers anticipated b.v the Senate in adopting five reservat oils to American adherence. The Amen.an acceptance of the formula was conditional upon ratification-by other Court members and about a year was expect ed to elapse before ratifications could be submitted to the Senate*.
