The New York “Times” - correspondent at Washington states the fundamental principles already established or likely to be established in the current naval conversations between Britain and United States are:—

(1) —Basing a naval disarmament agreement on the Kellogg Pact, and linking this pledge with the curtailment of naval strength. (2) —Maintain iug the parity of Britain and United States in all clftses of warships. | (3) —Actual reductions of: 1 armaments and not merely so-called upward limitation.
