NAVAL CONVERSATIONS

The New York “Times” - correspondent at Washington states the fundamental principles already established or likely to be established in the current naval conversations between Britain and United States are:—
(1) —Basing a naval disarmament agreement on the Kellogg Pact, and linking this pledge with the curtailment of naval strength. (2) —Maintain iug the parity of Britain and United States in all clftses of warships. | (3) —Actual reductions of: 1 armaments and not merely so-called upward limitation.
(4) —Deduction gradually over a term of years by failing to replace warships reaching the age limit and failing to continue work on . vessels actually under construction, and in not carrying out. part. at least-, of the building programmes appropriated for or authorised. " " f
(5) —Lengthening the age limit wherein naval vessels may not be replaced by new tonnage. (6) Probably fixing of v gross tonnage limitation' of destroyers and submarines ...leaving it discretionary with the signatory Powers to build vessels within each * class, proyided the gross tonnage fixed fog each class is not exceeded.
'(7) —Applying the 90-called yardstack to cruisers only. 1
(8) Considering all cruisers as, in one category but perhaps differentiating in applying yai'dstacks 'between cruisers capable of first line offensive warfare and small cruisers chiefly useful in policing the seas.
