The Soviet reply to /the Chinese Note demanding an explanation of the hostile action, was that action was .aken in self-defence, but that the Soviet was willing to restrict the activity of troops on 'condition that China disarmed all White Russians in Chinese territory, and would prevent furher incursions into S.viet territory. The .Soviet would hold China responsible for any outbreak of war if China refused to consider the Soviet demands. The Chinese Minister considers the Soviet reply unsatisfactory and lias sent a stern note. A Japanese report states that following the arrival of General Blueclier at Harborovsk, the Soviet is preparing for a big offensive, which is expected to commence early in September.
