Delegates of four Powers were working till 'the earlyj ,morning and completed a new written offer which Mr Snowden is digesting, and will, give his decisioh later in the day. - The Powers’ intimated it was their last, word. They are now discussing tne consequences of acceptance or refusal. ", POWERS’ OFFER DECLINED. CONFERENCE ABORTIVE. (Received this day at 9.25 a.m.) . THE HAGUE,- Aug.'26. Britain has notified the rejection of the latest offer, which is a million short of British needs. It is expected .the Conference will be adjourned without result to-morrow.
