REFORM MEMO REVIVED. WELLINGTON, August 22. Having told the House that all his political life lie had been the farmer’s friend, the Prime Minister, Sir Joseph Ward, produced a memorandum from the former Finance Minister, to the Superintendent of the State Advances Department, which indicated the fresh financial resources the former Government proposed to provide for that office for the financial year 1927-28. It stated that the maximum amount of new money which would he provided would be £750,000 and that of this sum £500,000 must he placed at the disposal of the rural advances section of the office, leaving £250,000 for the other branches. In view of this, the memorandum continued, it would be advisable for the Advances Board to consider the question of declining to make advances for repayment of existing mortgages. “This,” added Sir Joseph, “is dated April 8, 1927, and is ‘A\ 7 .
