The cotton conference agreed to the terms of reference of the Court of Arbitration and that full liberty he given to mills to resume work on Monday at the same wages as before the stoppage, pending the result of arbitration. SAMOAN STRIKE OFF. (Received this dav at 1.5 p.m.'' APIA, Aug. 16. The strike has been declared off by coolies, who have returned to work. No concessions have been granted.
