A Manchuri message dated the 12th, reports two skirmishes between Soviet and Chinese troops on the border. Both had slight casualties. Chinese cavalry scouts were attacked by Soviet machine-gunners and replied. The exact number of casualties is unknown.
The above report the Japanese confirmed by an independent foreign agency, adding that the clashes occupied two hours, two Chinese being killed and 10 severely wounded, in the vicinity of Kiret. According to (information emanating from the.Nanking Ministry of Foreign Affairs, the Soviet is massing heavy military forces along Suifenlio and frequentlyvinvaded Chinese soil, apparently to precipitate war. The situation is regarded as extremely critical. Chinese generals commanding the frontiers are repeatedly asking ifor instructions in the event of Soviet attacks becoming more serious. Nanking reported they had ordered strict forbearance and .self-restraint. FAR EASTERN ARMY. (Received this dav at 9.25 a.m.) SHANGHAI, Aug.' 13. Tass News Agency announces the formation of a special Far Eastern i-rmy, under General Bluecher, former Deputy Commander of the Ukranian military district and an earlier colleague of Borodin, the Russian Agent. Bluecher is reported already to have departed eastwards.
