RUSSIAN THREATS. NOT SERIOUSLY ENTERTAINED. (United Press Association—By Electric Telegraph—Copyright). (Received this dav at 9. a.m.> SHANGHAI, August 9. Japanese reports state the Soviet Commander at Vladivostock has issued a manifesto to the Russian people announcing a breakdown in the negotiations owing to the stubborness of the Chinese attitude, possibly forcing Russia to resort to arms. He warns the populace against alarm.
It is locally regarded as another demonstration without an intention of hostilities and consequently is discounted. ' It is believed several breakdowns in negotiations are. likely before a modus is reached. Exchange markets locally are completely unaffected by the reports. YELLOW RIVER OVERFLOWS. I SHANGHAI, August 9. Floods in the vicinity of Peking caused an overflow of the Yellow river, which is assuming proportions of a catastrophe in consequence of further rains. Many villages in Ilopi and Shantung and provinces are inundated and half a million villagers rendered desolate. The river embankments are collapsing. Poking-Suiyan railway was washed out.
