CHINESE SENSATIONS. TWO RESIGNATIONS. (Received this day at 8.30. a.m.) SHANGHAI, August 6. The second political sensation in two days occurred to-day, when the Finance Minister, T. V. Soong, resigned (from the Nationalist Government. The first was yesterday when Hossihtseng, President of Shanghai Provisional Court, well known ns a semi-poli-tical tribunal,' and a Kuomintang instrument, resigned for obscure reasons. Soong’s resignation is believed to be due to the. Government’s decision to expend thirteen million dollars monthly on the Nationalist army which Soong declares it . is impossible to provide.
SINO-RUSSIAN TROUBLE,
NEGOTIATIONS REACH DEADLOCK

Nanking Foreign Office announces that Sino-Russian negotiations for the settlement of the Chinese Eastern railway dispute, liavp reached a deadlock, owing to the refusal of the Chinese to accept the Russian demand for the status quo management of the railway, prior to the opening oif negotiations.
