REPARATIONS CONFERENCE. RUGBY, July 31. Mr Graham (President of the Board of Trade) will attend the conference on reparations at the Hague British delegate, in addition to Mr A. Henderson (Foreign Secretary) and Mr Snowden (Chancellor of the' Exchequer). COTTON INDUSTRY INQUIRY, SUB-COMMITTEE APPOINTED. RUGBY, July 31. The Prime Minister has appointed tl»e following sub-committee of the Committee of C,ivil Research to enquire into the cotton industry: Mr Graham (president of the Board of Trade. Chairman), Mr A. Alexander (First Lord of the Admiralty), Sir Allan Anderson, Mr Joseph Jones and Sir William McLintock. The terms of reference will be, “to consider and report upon the present condition and prospects of the cotton industry, and maxe recommendations as to any action which may \ appear desirable , and practicable in order to improve the position of this industry in the markets of the world.”
Mr Jones is. Secretary to the Yorkshire Mill Owners’ Association. Sit A. McLintock is senior partner of the Thompson McLintock and Company, chartered accountants, and has been a member of the Royal Commission of Income Tax, National Debt and Taxation Committee, and the Unemployment Insurance Committee.

Henderson) addressed the following telegram to Monsieur Briand on the occasion of his becoming Prime Minister. “I big to offer Your Excellency my heartiest congratulations on you’ assumption , once more to the high office which you have filled with sutT distinction in the past.
