PROMISE AND PERFORMANCE “To expect the Government to carry into effect every line of its po.iey withsix months is a sign of incapacity upon those who expect it,” declared Sir Joseph Ward (Prime Minister) when dealing with prerelection promises made by himself. He said v the Gov-/ eminent had been carrying out itey promises day in and day out eve? since it came into office in December; It was incredible that anyone should expect the great policy propounded to be. carried into effect in the twinkling of an eye. The amount of money raised and advanced to public works, and workers and settlers within a period of six months would be considered a great feat if done within 12 mouths but the new Government had made it available, in six months.
