Poincare lias resigned in order to undergo a serious operation. It is believed that President Doumergue will invite M. Briand to form a Govrnment. MESSAGE) OF SYMPATHY. A PARIS, July 26. Deeply moved, the Ministerial Council has instructed M. Brand and M. Louis Barthou to convey to M. Poincaire their affectionate sympathy, and urge him to remain the head of the Government, while taking his required rest. BRIAND’S TWELFTH CABINET. PARIS, July 27. After a lengthy consultation with his colleagues, 'who failed to induce M. Poincaire to reconsider his decision, President Doumergue commissioned M. Briand to form a Ministry, which he will proceed to do to-morrow. If successful this will be his twelfth Cabinet'. “■ \ 3 ' / ' M. POINCARE. The newspapers tribute his career, culminating in the ratification of the debt agreements. The operation is not yet performed. The doctors are confident olf his recovery.
