Following the reported arrest of a thousand Chinese at Vladivostock, • three hundred Soviet employees on the eastern railway at Harbin and forty at Pogranichnaya were arrested on a charge of agitation against Chinese authorities. Locally it is learned that neither China or Russia are willing for mediation by third parties. The former is /ftow seeking to approach Moscow unofficially to investigate the possibility of the opening of direct negotiations. China does not contemplate despatching a second note. Chinese tea merchants are alarmed at the Russian stoppage of the purchase of Chinese tea of an annual value of a million and a half sterling and * are bringing pressure to bear on Nanking to effect an early settlement. SOVIET ATTITUDE. Meantime the strained atmosphere at Machuli is diminishing.
