ELECTORAL REFORM
BRITISH PROPOSALS. (United Press Association —By Electrio Telegraph—Copyright). (Received this dav at 9.25 a.m.) LONDON, July 18. Mr MacDonald submitted to Mr Baldwin and Air Lloyd George the proposed terms of reference ifor an inquiry into electoral reform. The “Daily Telegraph” understands that these contain: Firstly The abolition or retention of the present limited system of plural voting. Secondly—Methods of voting, including an alternative vote, second ballot, _ and proportional representation. ' Thirdly—Use to be made of party funds for purposes of election campaigns. The inquiry is a direct outcome of the recent election. The Liberals protested at their underrepresentation according to the votes cast, while the Labourites complained olf the lavish expenditure of other parties from respective headquarters, as distinct from the candidates own expenses. ..lr iJoyd George practically made Liberal support conditional on Labour embarking on a scheme of electoral reform.
Mr MacDonald agrees, hut extends the inquiry into party expenditure.
