Poincare concluded a long speech in the Chamber of Deputies on debt agreement, with the following appeal:—“Let. us not pay ten milliards', of francs to America on Ist August. Let us ratify agreements which the other Powers have already ratified.” He added that if it is desired, let there be prudent frank reservations, giving this or another Cabinet, the necessary power to defend, at the International 'Conference the cause of France and peace, which are more than ever inseparable. .
