He reports that- it. is'officially'stated that the details of'the new Constitution for Spain will be announced in the National Assembly on the 6th', July, but those will not lie fully discussed until the autumn session. General Da Rivera says flint the project will later be submitted to a plebiscite, as the Government des : res that the people shall resume the control of the State.
