Intimations in London dispatches that the British Government is negotiating with the Dominions in regard to signing an optional clause in the Statute of the Permanent Court of International Justice, recalls the fact that Canada several months ago announced a desire to adhere to this clause. While the Department of External Affairs declines to make any statement respecting communications said to have been sent by the British Government, it is understood they have been reA communication is understood to have been received from the British Government with respect to the resumption of trade relations between Britain and Russia, though the Department of External Affairs has offered no information on the matter.
