The possibilities off serious trouble in Kamchatka fisheries-, has not been averted, while Japanese rights are hindered hv a dispute between the bidders. The fishing season is progressing, and Russians are reported to he working areas to which the Japanese have possession by treaty rights. There was a sharp difference between the Japanese Foreign Office and Agriculture Department, the former condemning- the unauthorised Japanese fishing, and the latter favouring it. It is reported that Russian armed patrol ships are vigilant. 'Therefore, unauthorised fishing would probably lead to diplomatic trouble, hindering the exercise of the treaty. Nevertheless, Japanese fishermen depend entircIv on the fisheries for a livelihood.
