There was a sharp difference between the Japanese Foreign Office and Agriculture Department, the former condemning- the unauthorised Japanese fishing, and the latter favouring it. It is reported that Russian armed patrol ships are vigilant. 'Therefore, unauthorised fishing would probably lead to diplomatic trouble, hindering the exercise of the treaty.
