NEW GERMAN EXPERT

LONDON May 30.

Dr Schacht, the German expert at the Reparations Conference, is reported to be needing a rest, and he departed for Versailles on Tuesday.

Thereafter Dr Kastz took up the negotiations, and he has now confirmed an agreement that was reached last night on the subject of’.the annuities to be . paid by Germany, at a figure round About which i will permit creditor nations to recover a minimum of their requirements.

Doctor Kastz dined with Dr Schacht and secured his assent to the arrangement.

It is expected that the other matters will now be speedily settled and that an agreement will be attained.

Charon, replying to Mr Philip Snowden’s election speech re preaching France with her failure t,n pay her war debts to Britain, points out that, although the French Parliament has not yet ratified the Cnl-lau-Churchill agreements, all of the annuities specified therein have been regularly paid since the date of tlm signature. lie declares tliat since 1919 France, under various agreements, has paid Britain a total of 12i mi.lion sterling.

The compromise on reparations is stil l based on an annuity of 102£ million sterling, but the time clauses are re shuffled to provent the over-lapping of the Dawes and Young plans. Tho latter payments do not begin till Ist September and continue for 36| years thus giving Germany a small gain, the difference between the half-year oDawes and Young liabilities. It is understood Britain intimated that if a settlement is reached her troops will quit. France will agree likewise, hut it is significant that there is well-in-formed talk that there will be no German payments of expenses of armies of occupation alter Ist July.
