FRANCE’S PROBLEM
DUE TO BIRTH RESTRICTION. (United Dress Association.— By Electric Telegrapn.—Copyright.) PARIS, May 29. There is a shortage of labour in France. It is becoming increasingly serious. During the month of April,, the Employment Exchange in the Seine Department registered fifteen 'thousand jobs that could not bo filled. The shortage of man power creates I more anxiety because there, is no sign | of adequate 'industrial expansion to account for it. On the contrary, the trade balance for several months has been against . France. This partly is due to. increased: Customs duties, and partly in the decline of the tourist traffic. ... The shortage of workers is attributod to the reduced birthrate during the early years of the war and the exhaustion of the veterans who took tinsoldiers places in war time. An appeal has been issued to train all the available youths to useful callings.
