Mr Baldwin, through his private Secretary, denies the versions given by Mr Snowden of the American debt settlement. Mr Snowden said the American Government had in mind a settlement on a two and a-half per cent, basis, but found Air Baldwin in such a generous mood that when ho offered three and a-lm!f per cent, it naturally- had no objection. Mr Baldwin states that lie rejected tile American offer of three per cent, for ton years, and three and a-half thereater, but he was unable to get better terms when lie returned to London, after which Cabinet decided to accept the American offer. Mr Baldwin lias issued a personal appeal to the electors to vote Conservative “because T am convinced my party can alone provide that continuity of policy and stability which the country needs at present.”
