Creditors powers have sent a memorandum to Herr Scliacht declaring that they are prepared to accept firstly an average annuity of 102 - millions sterling for- reparations debts during tiie first twenty-seven years from Ist April, 1929; Secondly, subsequent twenty-two annuities allotted war debts; Thirdly, compensation for Belgium for marks issued during the occupation ; Fourthly, countries benefitting by proposed international bank, particularly Germany, will contribute sums for working besides capital. The proposals are more elastic than Mr Owen Young’s suggestion, and there will ho a constant increase oil one and a-quarter millions yearly, allowing for certain variations in annuities.
