' Itykoff reporting to the Congress cf Soviets upon foreign relations claimed that the Government, is pursuing a policy of peace. Germany was the first nation to appreciate the necessity of .extending economic relations to the Soviet Republic, but Britain . find suffered enormous losses . pwing to the rupture of relations. Russian trade with United States was syste- . matically growing,. For twp years a considerable number of big American . engineers were working in Russia, but the stubbornness of the United . States in connection with the restoration of normal relations was ridiculous. He added that the Soviet had adopted a standpoint of entire noninterference in internal relations of Afghanistan. He concluded that the presence of aggressive tendencies against the Soviet on tlie part of- certain Powers, makes it impossible to forvet the necessity of strengthening the defence of the country.
