Fifteen hundred delegates from all parts of Russia met at the Opera House for All Pnion Conferences of Soviets. There are many women delegates. Communists are distinctly in a minority in the congress, hut hold practically all the key positions. The congress sits for ten days and will advise the Soviet Government of the legislation it desires.
