Severe retrenchment in the railways Is expected shortly, owing to industrial turmoil, chiefly tlie coal crisis, diminished freights and motor competition. Treasurer Stevens to-day announced he had budgeted for a small surplus on tiie railway'and now expected a million deficit, which wiH have to be met in some manner.
