TO THE ELECTORS Ladies and Gentlemen: VSfTE have the honour to offer our- * * selves again as your representatives on the Westland County Council. In doing bo we would like to state briefly that we do so on this occasion with a good deal of pleasure. We have botli been connected with County government for several years, and it is particularly pleasing to report that at the end of the term, the Council has discharged the overdraft and had a credit at the bankers. In addition to this we may claim that the roads of the County are generally in very fair order. Doth results have been achieved without adding to the rates, which we hope with another good year it will be possible to reduce. On this occasion a settler is nominated in opposition. This is due probably to our acton on your behalf in resisting a claim on the Council which was proved through the Court to be without justification, and your funds were saved by our action. Unless your representatives are prepared, to act in the interests of the ratepayers, the County funds could be drained quickly and your rates would increase. We might say every advice and consideration was given the settler in bis action by the Cound, but be went on blindly to litigation which.lie lost. Assuring you of our best attention to the requirements of the Riding, and the desire to serve the County as a whole in the best interests of all.—We are, ladies and gentlemen, Yours obediently, BERNARD WARD, J. Ladies and Gentlemen: "AVTNG served my eonntry in the •J--L late war, and since having settled in your midst, 1 now offer my service;as your representative on the Westland County 'Council. In doing so I stand purely in the interest of the ratepayers, with a free hand, having no interest'in any other business or undertaking. I support a policy of strictest economy combined with efficiency, and at all times keeping the expenditure withiin the revenue. With the present increased revenue through different sources and Government grants on secondary roads, combined with decreased I responsibility since the inception of the Main Highways Board, it should have been an easy matter to put the County finance on a sound basis, and at the same time to give the bye-roads the attention the ratepayers and residents rightly expected. ,To create a credit at the expense of the roads is, in my opinion, a wrong policy which will prow* costly in the near future. Much could be done to improve the present conditions by a more efficient organisation of work and more money spent in road repairs and less on administration, aided by a more active personal interest in the district by Councillors. I I favour a more co-operative spirit between Council and ratepayers. By. creating goodwill between the two, much assistance could be gained, also that every ratepayer be accorded just consideration of any matter brought before the Council. | It is the general opinion throughout the district that a change is needed to meet the present needs of the County. If favoured with your confidence at the polls on Wednesday next, I shall at all times tio my best for the benefit and advancement of Westajul and this Biding in particular, and
